As a project of the RIPE ENUM Working Group, we are seeking to build a collection that describes the various ENUM projects being conducted around the world. We welcome contributions from ENUM projects in different countries, and invite you to use the same list of standard questions which other contributors have used, as a guide.

The Australian trial commenced on 6 June 2005 and concluded 6 June 2007. The
AEDG Trial Evaluation report can be viewed at http://www.enum.com.au

Phase 1 of the Trial allowed for the use of an ENUM-specific number range (0590)

Phase 2 of the Trial involved the use of geographic and mobile numbers.

6. Is there work or plans toward full permanent deployment?

The AEDG Trial Evaluation report recommended that, “due to the current lack of
interest in ENUM, a commercial implementation should not be established at this
time.”

An industry working group, the Australian ENUM Discussion Group (AEDG) was
formed by the Government Communications Regulatory body, the Australian
Communications Authority which merged with the Australian Broadcasting Authority
in 2005 to become the Australian Communications Media Authority (ACMA). ACMA is
Australia’s regulatory body for broadcasting, the Internet, telecommunications
and radiocommunications. The recent ENUM trial was conducted by the AEDG.

8. Who operates the ccTLD for that country at present?
.au Domain Administration Limited (.auDA) (http://www.auda.org.au/)

9. What type of organisation runs the ccTLD? (state, private, academic, etc.)

In December 2000, the Australian Government formally endorsed auDA as the
appropriate body to administer the .au domain space. The Government holds
reserve powers in relation to domain names under the Telecommunications Act 1997.

In October 2001, ICANN recognised auDA as the suitable operator for .au under a
Sponsorship Agreement.

.auDa is an industry self regulatory body and non-profit organisation.

10. What is the ccTLD legal regulation, if any?
At present there is no legal regulation dealing with the ccTLD.

11. Who is the current Tier 1 registry?
For the Australian ENUM trial, AusRegistry International Pty Ltd (http://www.ausregistry.com.au)
operated the Tier 1 registry.

12. Who is, or will be, the permanent Tier 1 registry?
To be decided.

13. How will the Tier 1 registry selection be made? (i.e. decision, license,
concession, agreement, public procurement, etc.)
To be decided.

14. How will the method of cost recovery for the Tier 1 registry's operations?
The Trial Registry operated on a cost-recovery basis. Registrars paid an initial
connection fee, plus a monthly fee to the Registry operator for the duration of
the trial.

15. Will there be more than one Tier 1 provider for the country?
To be decided.

16. Will there be ENUM registrars?
There were two ENUM Registrars accredited for the trial namely:

17. What will be the ENUM validation technique?
The authentication and validation procedures for the trial are outlined in
Authentication and Validation processes for the use of geographic and mobile
numbers in the Australian ENUM trial (refer http://www.acma.gov.au/WEB/STANDARD/pc=PC_2475).

18. Is there/will there be a special number block for ENUM and/or IP Telephony?
The 0590 number range was enabled for phase 1 of the trial.

On 31 May 2007, ACMA introduced a new number range, 0550, for innovative
communications services such as VoIP (refer http://www.acma.gov.au/WEB/STANDARD/pc=PC_310162)

19. Is there special treatment for unlisted numbers?
The trial was implemented on an ‘opt-in’ basis and these arrangements were
considered adequate.

20. Are there any plans for infrastructure ENUM?
The AEDG formed an Infrastructure ENUM Working Group in February 2007 and a
brief trial of Infrastructure ENUM is to be conducted for six months from
January 2008.

21. What is your ENUM WHOIS address?
The address for the trial was http://www.enum.com.au/ however there is no active
WHOIS service for ENUM now that the trial has ended.

22. Please provide the history of ENUM trials, projects etc., if any.
In response to interest from industry, the ACMA became involved in ENUM in 2002,
initially staging a workshop in Sydney and subsequently establishing an industry
group, the Australian ENUM Discussion Group (AEDG), to provide a forum for
discussion of ENUM issues and establish the framework for an Australian trial.
In March 2005, the Australian Communication Authority (now ACMA) signed a Deed
of Agreement with AusRegistry International for the provision of registry
services during the trial.

ACMA was responsible for facilitating the trial and managing the trial and trial
operator. While trialling emerging services is not usually the role of the
regulator, due to ENUM’s use of E.164 numbers, ACMA has an interest in ensuring
that numbers are used in accordance with the Numbering Plan. In addition to this,
an ENUM system requires access to a Top Level Internet domain, based on the
country’s telephone country code.

23. What are your future plans? (and dates if available)
For User ENUM, future plans (at least for the short to medium term) are
contained in the recommendations of the AEDG Trial Evaluation report.

For Infrastructure ENUM, refer to 20. above.

The Austrian Numbering and Dialing Plan is open and has variable number lenght
N(S)N (both area codes and subscriber numbers).

It is defined in the RTR's 6th Ordinance of May 12, 2004 which defines
regulations for communication parameters, fees and value-added services

The Irish ENUM Forum was created in October 2003. The approach within the Irish ENUM Forum was to advance the thinking and understanding of ENUM within the Irish communications industry, to develop a clear understanding of how the framework for the operation of ENUM can take place and to define an Engineering Trial that would derive some additional learning, leading to conclusions that can provide guidance to Irish organisations on how to respond to ENUM.

An engineering trial was launched in July 2004 and ended in March 2005.

first phase of an ENUM trial in March 2003.  The initial stage involved
testing and demonstrating their system but the trial has since been expanded

(KRNIC) is running the trial as part of its Internet Address Resource

for the management of that domain. The NRA (Post & Telestyrelsen -

In the report PTS considers that a permanent introduction of ENUM would facilitate
technological development within the field of electronic communications, which would
result in improved competition between various stakeholders for the benefit of the
end-user. The final decision about permanent introduction will be decided by the
Swedish Government.

informed about the consequences of such registration. An industry fora, ENUM Forum

The NRA has worked with ENUM since 2000 and has produced 4 reports to the Government
about ENUM. The first report from 2001 concluded to wait with permanent introduction
but recommended that a national trial should be performed. In December 2001 the
Government requested the NRA to do a trial together with interested authorities and
the telecom and Internet players. During 2002 three different industry working groups
produced pre-studies for the trial about suitable applications, the procedures
for register ENUM domain names and the common infrastructure for ENUM in
Sweden. The practical trial started in December 2002 and ended in the summer of
2003. The second report was produced to the Government in July 2003 and it
suggested continuation of the ENUM project until 2004 so the proper administrative
procedures could be finalized by the market players. This work was led by
NIC-SE (ccTLD Registry) and ended summer 2004 with an industry report to the NRA.

With the basis of that report and international studies the NRA produced a final
report to the Government recommending a permanent introduction of ENUM in Sweden.
During 2005 the Swedish Government will decide on the next steps for ENUM in Sweden.
